So for the last couple of days i've been trying to record some videos with AMD Relive and the videos are playing fine but the audio is stuttering like crazy. It has worked a few times but 90% of the clips and videos are just like that.

Have you tried the current drivers 18.3.2? They have fixed issues I had with 18.3.1. Again did this issue begin with 18.3.1? Did it ever work?
just updated 18.3.2, and nothing has changed
You guys should report this issue to AMD. AMD Issue Reporting Form and Email Form
I have the same problem with all Adrenaline versions.
Still running 17.10 to record videos with Relive.

I had the exact same issue. For me uninstalling drivers using DDU and clean installing 18.3.4 fixed Relive audio stutter completely.
I had done this operation a few months ago with no results, now you can confirm that with the latest update the problem disappears ??? I would not repeat the operation unnecessarily
I can't guarantee it will work for you since there is no info about any relive fix in 18.3.4 changelog, but it definitely fixed issue for me (RX480, Windows7) - so far I've tested recording in CS:GO and while playing music on desktop and the audio is all clean.
My problem disappeared with 18.3.4
I used the AMD driver installer without DDU and said 'clean install' from 17.10 to 18.3.4
I also uninstalled my RealTek audio driver and downloaded/installed the 64bit version for Windows 7,8,10 from their website directly and not from my motherboard manufacturer.
