Fps studders and low utilization in less demanding games

I just bought the xfx 6800 and it runs fine when I play shadow tomb raider with max graphics and ray tracing 80-100 fps

but when I play less demanding games like Fortnite I get less fps than I did on my 1650. on performance mode i was getting only 80 fps with low utilization. is there a way to make my Gpu utilization to 99% at all times? 

Im just thinking on returning the gpu and getting a 3070.

So all those people have updated their BIOS'es?

Have googled the issue?

Turns out I'm an idiot. I searched it up on YouTube and I have the cables that connect to gpu set up wrong, apparently with more powerful cards, you're supposed to connect 2 cables instead of the one that has 2 branched off.

No mention of your hardware, used software or anything. Assuming you have AMD CPU, have you flashed BIOS to get rid of fTPM stutter?

no but I'm sure it won't do anything because other people are having the same problem. It runs well when playing games that have ray tracing etc. but doesn't perform well when playing any less demanding games. Also, when I turn down settings in games fps doesn't increase, it stays the same. btw I have a 5600x.
