Spots on 7800x3d

Hi,

so yesterday 5/4/2024 I bought a 7800x3d from micro-center and today I looked at it and found the spots on it in the photo attached. Is this something I need to return it over or could it just be cosmetic artifacts from the manufacturing process?

A new IHS should not have marks on it. Assuming they don't simply wipe off, I would return it.
