Hard to tell anything from those badly out of focus pictures, but there's nothing wrong with it if it's a new, never opened processor.
get some arctic mx-4, clean up the OEM crud with a paper towel and make sure its clean
then apply a tiny amount of mx-4 on the cpu and wipe it with a bank card, attach the cleaned cooler and secure it
then your CPU should be good to go
