I can't get my Ryzen 5600X to stop randomly locking itself to 10% of the clock speed it should run at. It happens while I'm gaming and tanks my framerate to oblivion and adds massive input lag. I've disabled all power savings in BIOS and Windows: C-States, Cool & Quiet, Power Plan to High Performance, no Core parking, etc. I've tried forcing the stock 3700 Mhz clock speed (100 * 37) in BIOS and Ryzen Master, nothing. This POS runs at 9.86 x 37 = 364.71 Mhz no matter what I do. The Ryzen-specific power plans don't get installed with Ryzen 5 CPUs because they're supposedly unnecessary. I've tried the latest chipset drivers from both my mobo manufacturer and AMD directly.
