Ryzen 5 5600 stuck at base frequency

HI! My cpy is ryzen 5 5600 . and its stuck at base frequency all the time. not reaching its boost speed.

I have changed some pbo settings in bios still its the same. can some one help me?

What motherboard make/model, OS & windows power plan, then someone may be able to offer suggestions?

MARNO03, please supply the data requested by goodplay, do a Clear CMOS, install Ryzen Master (RM) and post screenshots of RM while idle and running Cinebench. Thanks and enjoy, John.

MY system Specs: Ryzen 5 5600, Biostar B450MHP, kingston fury 8x2 =16 gb ddr4-3200mhz, gtx 1050ti, corsair vs 450 psu. I am currently using windows 10 pro and my power plan is set to high performance with system cooling policy set to active. My bios is also updated to the latest version. i cleared Cmos and also i changed the pbo limits as well as curve optimizer as well. still same. The only way i can get my cpu to max boost clock is to set the cpu ratio directly to 44.00= 4400mhz which is the max boost clock of my cpu, but when i do it , the base frequency changes to 4400 mhz.
