Almost in all games the video card is not loaded at 100%, and the processor is never loaded less than 50%, if the game is not demanding, the load of the CPU will be 50+, and the video card somewhere 10-20%, if demanding - the load of the CPU will always be 100%, and the video card somewhere 50-60%, what could be the reason? Drivers through DDU reinstalled and more than once, video card is underwalted. I've been trying to overcome this problem for a month and nothing works. The problem manifests itself most vividly in Helldivers 2.

Yesterday I tried to overclock the RAM, as a result of which I had to reboot several times all the bios settings, as a result today I went to the same Helldivers 2 - CPU load became normal again, quietly 50% of the CPU is only loaded, not 100% as it was before, also I updated the chipset driver when I fixed Ryzen Master, apparently the problem was either in the bios or in the chipset, but apparently the problem was solved. (also i found that system for some reason not using 0 thread (first thread) from the CPU, but uses all others) And if you load the processor with stress test - the thread comes to life and starts working, but while playing something or using the system then refuses to work.
Update: nevermind, after a few reloads thread now working fine

only one monitor, playing on 1080p, graphics most likely medium because i have high refresh monitor and wanna get as much fps as possible, people say's that i have CPU bottleneck in that case.
Yes, 1080p resolution with medium graphics quality will put more load on the CPU.
5700X3D would be a drop-in upgrade for you and should greatly improve CPU performance.
