RX 6750 XT uses more CPU than RX 6650 XT?

I did an "unscientific test", where I installed either the RX 6650 XT and RX 6750 XT (both the basic level OC editions if that matters).

I ran Resident Evil 4 (max settings) after boot and used the exact same save point to do my observations.

Both GPU's were at like ~99%.
But the 6750 XT was ~33% while the 6650 XT was ~25%.

It was consistently like that.
Also when moving around and doing stuff, it seems the 6750 XT CPU went higher as well.

Why was that?  Is it because the CPU is throttled by the game to match the weaker GPU's lower FPS or something like that?
Or is it a feature of the 6750 XT?
