Radeon 6900xt Toxic

I've recently upgrade from a ASRock 5700xt to a Toxic 6900xt, on a couple occasions when I start my computer up and go straight to gaming, my frame rate is terrible. It fluctuates from 25-45fps. I restart my computer and the issues goes away. Any idea what it could be? 

I've got a 3900x cpu, x570 mobo, using m.2 ssd's, 800 watt power supply.

I am not sure if this is what is causing your issue, but your PSU of 800W falls below the absolute minimum requirement of a 850W+ unit. I would suggest considering an upgrade to a 1000W unit to rule out any issues there.
