Disabling Smart Access Memory makes games run better?

I am running into an ongoing issue with my current setup and specifically Black Ops 6 Zombies, and I discovered a fix for it, but want to understand why.

My current setup:

CPU - Ryzen 5 5600x

GPU - RX 7600XT 16GB

RAM - 32GB (2x16GB) DDR4 @ 3600mhz

OS - Windows 11 23H2

Motherboard - MSI B550 Pro-VDH WiFi

When I load into a game of Zombies, I get instant micro-stutters and screen tearing, and my FPS jumps up and down at random. Anywhere from 200FPS to 30FPS, even on the absolute lowest settings (everything turned down to low/very low, and screen resolution set to 960x540). I updated BIOS, firmware, chipset drivers, CPU drivers, GPU drivers, windows updates…everything. Still had issues. A friend recommended I try disabling SAM on Adrenaline. The very next game I tried after turning it off and restarting my PC, I was getting smooth gameplay with 100+FPS.

My question is: why? I understand what SAM is and how it is supposed to help your computer with gaming, but why is my game running better with it off? Is it a hardware issue? Compatibility issue? Driver issue? Does anyone else have any experience with this?
