I recently updated my drivers to version 24.1.1. However I noticed some pop-in and repeated lag spikes when playing The Talos Priciple 2, so i decided to downgrade to the version I had installed previously: 23.11.1.
I used AMD Cleanup utility to remove the driver, downloaded and launched the installer.
Now I repeatedly get an error from AMDRSServ.exe, saying that OpenCL.dll was not found. It also suggests reinstalling, which I did, sadly the error still occurs.

If you run GPU-Z and at the bottom you noticed that API OpenCL is not check marked try this solution to register your OpenCL files again and thus have OpenCL enabled for your GPU card again.

Have you tried 3rd party DDU (Display Driver Uninstaller) or just the AMD Cleanup?
