So what are your full system component specs.?. exact make/model of all, and OS version full details.
I reinstalled windows, and I still have an error, I threw off the picture in the question

- Core Performance boost
- precision boost overdrive

it looks like it really worked, but how is it even interconnected?
I think AMD is doing some kind of trickery with Ryzen 5000 users to push their Ryzen 7000 CPUs. I used to be able to run a very good core optimizer, but now I get blue screens with their latest chipset drivers dated 2/28/23. After hours of trying to find some values that are stable, turns out that -5 all core is the one. Which results to a CB R23 score of 15,4XX where before I was getting over 16,000 and stable.
Per AMD chipset driver 5.02.19.2221, these were my per core values....
CO1: -30
CO2: -11
CO3: -30
CO4: -30
CO5: -18
CO6: -28
CO7: -30
CO8: -9
Now these result to nothing but blue screens.
Post AMD Chipset Drivers, I re-ran the per core optimizer and these are the results....
CO1: -30
CO2: -19
CO3: -30
CO4: -30
CO5: -18
CO6: -30
CO7: -30
CO8: -9
Which also results to blue screens.
