6950XT video crashing in and out of games

I am having a problem with my video crashing on my 6950Xt. It can happen during any tasks, but I can always get it to crash if I start Starfield. I have successfully run other games but do occasionally get crashes. I have even crashed the video when taking screen grabs. 

The crashes come in two varieties. 1. Screens go black and it comes back and says the driver crahsed. 2. There is digital artifacts that appear on the screen and it locks up before the video goes black and resets shutting the program down. 

This is a new system built three months ago. I have always had the crashes. Here are the computer specs:

Motherboard is an MSI Pro Z690-A
Intel Core i7-12700K
XPG Lancer 32GB DDR5 6000 RAM
ASRock Phantom Gaming Radeon RX 6950 XT 16GB GDDR6 PCI Express 4.0 Video Card RX6950XT PG 16GO
Windows 11 version 22H2
WD_Black SN850X 4000GB

Things I have tried:

-I have updated the motherboard bios to the latest version.
-Updated windows to the latest version
-Updated driver for video card to latest version
-Made sure XMP and iexpo were not enabled
-clean install of windows
-Ran the DDU tool to remove old video card driver and reinstall
-Tried shutting off optimize graphics for both windows and Edge settings.
-Tried reverting back to old driver for video card from 2022. Worked better but still crashed. I was able to get about 10 minutes into Starfield with old driver before it crashed. Newer drivers all crash after selecting a new game in the menu.
-Verified that the card has three separate power cables running to my power supply (1000W Corsair). Each power cable has no other items pigtailed on them.
-Switched around the power cables to different configurations to make sure it wasn't a port or power issue.
-Card and system stays cool the entire time. No heat issues.

-Tested new ram swapping out the XPG for corsair. Same issues occurred still. 

-Underclocked and underpowered  GPU in Adrenaline.

-Only ran from GPU for video. 

-I also tried running MSI Afterburner but didnt notice any difference.

 

Any help or suggestions would be appreciated.

Have you checked for firmware  updates on  your M.2 drive?

Are any of your parts used?

Are you able to test your GPU in another setup or ..try a different GPU of the same caliber in  yours .. or .. try a different power supply?

What case are you using? Are you using a PCIe riser cable or any other type of cable extender(s) INSIDE your case?

Does your systems Event Viewer have any relevant errors logged that might help sort out your issue?

Have you gone to Intel.com and ran their driver update utility to make sure all your Intel bits and pieces are up to date driver wise?

Have you tried running your setup outside of your case and to see if crashes persist?  IF you do, check for improperly placed motherboard stand offs .. bad case wiring with front panel connectors ..etc
