My pc has a black screen issue after it goes to sleep or after the screen turn-off. Of course the pc is awake because sometimes I was open YouTube and can still use the keyboard to play the video and the sound comes out like normal and the RGB-light is working.

This problem occurred in some of the older Adrenalin series drivers. As a work around, some users reported that disabling ULPS (Ultra Low Power State) prevented the issue from happening. It has been since resolved in later Adrenalin versions.
Have you tried updating your graphics driver? What version do you have now?
I don't believe there is a way to disable ULPS in the Adrenalin software.
This option is available in MSI Afterburner however, and possibly other 3rd party utilities.
What if you change your power plan settings to high-performance mode? Just an idea...
What I did is, I enabled the xmp profile and disabled the ulps mode using msi afterburner and the issue is gone for now and I also enabled the high performance power plan mode

Yes I am using the latest driver and but still getting the same issue and I do not how to disable the ultra low power state.
My pc specs are
ryzen 3 2200g
gigabyte b450 gaming x mobo
corsair vegeance 2400mhz ram
Asus rx 6500xt
cooler master 550w 80 bronze psu
Sometime the graphics does not give display after it restarts and I need to forcefully shutdown the system to see the display. After my system goes into the sleep mode then after that graphics card does not wakes up and does not give the display but I can hear the sound of windows and the task which are running in the background.
had the same issue after a windows update, i had to reinstall the motherboard chipset drivers and the problem went away. Microsoft as usual messed up AMD drivers
