You first will need to update all of your Dell's Laptop Intel drivers especially the Graphics  and CHIPSET. Also update to the latest BIOS version if yours is older from here: https://www.dell.com/support/home/en-us/product-support/product/latitude-e6440-laptop/drivers

Make sure your Windows is fully updated via Windows Update before installing the AMD Driver.

If you don't know how to see if you can find someone who can do it for you.

Your laptop seems to have a Intel APU Processor so here is the latest and last AMD Driver for your HD8690M GPU card: https://www.amd.com/en/support/graphics/amd-radeon-hd/amd-radeon-hd-8000m-series/amd-radeon-hd-8690m...

To install the AMD driver follow this method:

1- Update all Intel Drivers especially the Graphics and CHIPSET and BIOS.

2-Download the AMD driver full package from AMD Download page - link is above.

3-Delete the previous  AMD Installation folder at C:\AMD

4-download  and run DDU (Display Driver Utility) with the Internet/WifI disconnected.

5-Once it boots up into Windows Desktop run the AMD driver package to install the AMD driver.

6-If successful, connect the internet/WiFi and again delete C:\AMD folder.

If you are not sure how to do the above then find someone to help you that knows about computers.

Thanks for the response. I have done everything you told me several time, installed all the chipset and the latest Intel drivers. But what I notice is I can't find the AMD driver in my device manager or my bios. And when I tried to Install the AMD driver from AMD official site it tell me no hardware found in system configuration.

Does it mean my laptop doesn't support it? Becacusw my laptop supported AMD 8690m drivers

You need to verify what AMD GPU you have in your Laptop.

I would run Dell's Laptop Diagnostics and see  if anything comes up: https://www.dell.com/support/home/en-us/product-support/product/latitude-e6440-laptop/diagnose

Try installing Dell's own AMD Driver from 2015 and see if it shows up in Device Manager and works normally. If it doesn't then it could be a defective Laptop motherboard or AMD GPU card.

i have done that still no changes in the device manager, i even try to manually install the catalyst but the driver didnt install,

it seems to me may be the operating system or bios or something else is inactivating the amd gpu

Can you open a Dell Support ticket and ask them or do you need to pay for Dell Support since your Laptop is out of Warranty?

I would  believe in Device Manager it would show an "Unknown Device" or something similar or error which indicates it needs a driver to be installed. Since Device Manager doesn't recognize that a GPU card is even install, in my opinion, sounds like a defective Motherboard or GPU card.

I sounds like a hardware issue more than software issue. In BIOS are there any settings concerning the Discrete GPU in your laptop?

NOTE: Found this tech site that gives several tips on how to make Device Manager recognize a GPU Card. Possibly one of the tips may fix your problem: https://voltfixer.com/gpu-not-showing-windows-device-manager/
