High VRAM usage on idle normal?

I just bought myself recently a Sapphire Nitro+ 7900xtx to replace my reference 6950xt. I love the card itself but noticed that I still have the same problem I did before with high power consumption on idle when not doing anything demanding. After doing some digging around and hearing from others, it seems the culprit is the VRAM usage. I noticed this also that whenever for a split second it goes down, the power usage also goes far down. On idle at desktop, I notice power usage to be between 65-88w. Fiddling with settings, the VRAM clock speed goes to about 909MHz and is usually consistent. Is this normal and if not, is there any fix or potential long term damage?

AMD did address this in one of its later driver updates last year.

I'm on 24.1.1 and idle power is 15-20W and VRAM clock speed 50-100MHz

I am on 24.1.1 as well and my clock speed is still going to 909 with 60-80w usage. Hasn't done anything for me.

Reading through those threads I linked there could be several causes, like running disparate refresh rate and/or resolution monitors or having apps running in the background utilizing graphics memory. It's likely going to take trying some of the recommended solutions to find what's causing it.
