As amd does not uses hardware based AI solution to run upscaller and use GPU cores to run these ai solutions, won't it reduce performance by using non dedicated cores for frame gen ?

There is dedicated hardware to accelerate fsr3 on Radeon.

The catch is that it's only available in rdna3 GPUs so we'll have to see how fsr3 runs on Rdna1/2...
