External USB drive not shutting down?

I'm just wondering what the reason could be for my external USB hard drive light still flashing when I shut down my PC.

On shutdown, the light on my external drive keeps flashing. It's only doing this since I installed my new 6650 XT. There were no issues when my Nvidia 1060 was installed.

Not a big deal but it's annoying nonetheless.

I'm on the latest AMD chipset drivers.

They do stay on if motherboard has power going through it still as mine does so not a problem unless you can turn it of its fine, I have three external drives and all stay on but one has switch to turn of if need do but its not a problem as at least know working and if can hear them then disconnect power leads if need be.
