PCH fan/chipset fan twitching! is this normal?

My chipset fan starts on startup but stops then starts twitching to try spin again and spins for a while and again and again, is this normal? i got a 'Asus prime X570-P motherboard'. its brand new and havent even got a monitor i just tested out if everything works.

Didn't you open a similar thread recently at AMD  Forum concerning your Chipset Fan operation?  https://community.amd.com/t5/general-discussions/amd-prime-x570-motherboard/m-p/500268#M33556

Why don't you just continue on that thread since it concerns the same subject - Your Asus  Motherboard Chipset fan.
