That sure is weird, but I've seen that before. You sure its from the graphics card?
Coil whine is not really a super bad thing although in some cases you might be elligible for RMA. There are ways to mitigate it, at the desktop, just constrain the use of the GPU a bit, there is not need for a full blast while in Windows. It will also help with temps.
I would try it as it may lower the noise considerably.
