I recently built a PC:
Mobo: Asus TUF Gaming B650-Plus
CPU: Ryzen 5 7600
RAM: G Skill Trident Z5 2x16GB
PSU: Seasonic Focus GX850
SSD: Samsung Evo 980
And until I save up for a new GPU wanted to use the one I had, an old RX590 XFX fatboy OC.
Did a fresh install Windows 11 24H2. Everything seemed to work. Installed windows updates (automatic updates) and after the reboot the system was unresponsive.
The monitor was plugged in the GPU and managed to login Windows but it would not do anything besides open file explorer. Could not open start menu, could not open settings or control panel. could not open CMD, task manager.... anything. No program was running. It's as if it was in a coma.
Did a bios update to V3201 that did not help.
When I unplug the GPU the PC runs normally!
Moved GPU to the other PCIe slot and was not working at all. Guess it did not even see the GPU.
I unplugged the GPU, downloaded the catalyst diver, plugged in the GPU back but it is not able to open the exe file. the only functional thing is File Explorer and only if I don't click too much because it sometimes also freezes and errors out "Not Responding".
I took out the GPU and currently running on the integrated graphics.
Any ideas if I can make this system accept the GPU ?

Update:
I tried both booting from a Ubuntu USB and also in Windows Safe Mode and in both cases the system behaved normally. The Ubuntu even recognized the card model and everything.
While in safe mode installed Adrenalin 24.3.1 as it seems it's the latest one that supports RX 590. Was able to install "diver only" but still did not help.
Also set the PCIE to Gen 3 as it seems that this is what the card works with and still nothing.
I have video output from the card but Windows is unresponsive and nothing opens or works.
I know it must sounds weird but really hoping to find a way to make that GPU work in this system.
24.9.1 is the current driver, support for Win.11 24H2 was added in June.
Disable the processor graphics, set bios to run the pcie card only with the newer driver.

In the 24.9.1 release notes it says it is compatible only with RX 5300 and above. Does not mention RX 500 Series, as I have an RX 590 XFX Fatboy OC. The latest one I could find was 24.3.1 - Radeon™ RX 590 Previous Drivers
That's why I opted for an older release.
Now that I think about it the Windows Update might have installed a newer driver automatically and this is why the system is acting up. Will try booting in safe mode, run DDU to make sure there are no wrong drives installed and try again installing 24.3.1 .

Update 2:
Booted in Safe mode and ran DDU.
System rebooted and then the PC finally worked ! It was responsive, it recognized the GPU model,I could even game.
After a reboot everything went back to brick state.
I give up !

It looks like the RX 590 isn't playing well with your system. Make sure the GPU is seated properly and try it in another PC if possible. Use DDU to uninstall any old drivers and then reinstall the latest ones. If that doesn't fix it, the GPU might be the issue, and you may need to contact XFX support.
Sounds like the RX 590 is either not fully compatible with your new system, has driver issues, or might be failing. Since your PC works fine on integrated graphics, the GPU is likely the issue.
A few things to try:
If none of these help, the RX 590 might be dying or just not playing nice with the new setup.
As @goodplay states, you should be using Adrenalin 24.9.1
24H2 availability began 6/15 and general release on 10/1 - you need the updated Adrenalin 24.9.1 driver to support the Windows 24H2 release. You can't use a graphics driver from March on a Windows release from June, it is INCOMPATIBLE.
As to whether 24.9.1 is compatible with your RX 590 the answer is yes.
