I just upgraded my wife's computer from an i7-13700 to a 9800x3d (with correct mobo of course). I did a fresh install of Windows, updates bios. Have no overclock and this thing gets way worse performance that the Intel did. I don't understand what is going on. Graphics card is a 4080super.

It really runs down to what you do and play with it.

The 9800X3D is a gaming champ not a multi tasker, the 7900X and 7950X will hit harder due to bigger core count and frequency. If you start doing lots of things where multi core is a factor, the 13700 could get an edge. 

If you mean pure gaming, there is no way a 13700 would get close, even at 4K it will still have a significant gap.

Or you could have a bad config going on or bad CPU.

If so, you should bring more details so we can help troubleshooting.
