Issues with RX 590 XFX

I recently built a PC:

Mobo: Asus TUF Gaming B650-Plus

CPU: Ryzen 5 7600

RAM: G Skill Trident Z5 2x16GB

PSU: Seasonic Focus GX850

SSD: Samsung Evo 980

And until I save up for a new GPU wanted to use the one I had, an old RX590 XFX fatboy OC.

Did a fresh install Windows 11 24H2. Everything seemed to work. Installed windows updates (automatic updates) and after the reboot the system was unresponsive.

The monitor was plugged in the GPU and managed to login Windows but it would not do anything besides open file explorer. Could not open start menu, could not open settings or control panel. could not open CMD, task manager.... anything. No program was running. It's as if it was in a coma.

Did a bios update to V3201 that did not help.

When I unplug the GPU the PC runs normally!

Moved GPU to the other PCIe slot and was not working at all. Guess it did not even see the GPU.

 

I unplugged the GPU, downloaded the catalyst diver, plugged in the GPU back but it is not able to open the exe file. the only functional thing is File Explorer and only if I don't click too much because it sometimes also freezes and errors out "Not Responding".

 

I took out the GPU and currently running on the integrated graphics.

 

Any ideas if I can make this system accept the GPU ?
