Is a Ryzen 5800X a bottleneck for a Radeon Rx 6800 non xt at 1080p?

Hi, I just recently found a good deal on a Rx 6800 and I figured it would be a good pair with my CPU at 1080p resolution.

I got early access to starfield though, and in the big cities my fps tanks and it's often under 60 fps while in other locations the game runs really well (it gets into the 100s).

I tried to lower my graphics settings significantly (I even went with the lowest possible ones) but the fps difference is barely noticeable, even with fsr on (I get around 10 or so more fps).

So i am a bit confused, and I don't know if I am looking at a CPU bottleneck or not.

NOTE: this just gives you a general idea about how good or bad gaming will be with the hardware you inputted.

You only need to input your CPU, GPU and RAM MEMORY.
