i want to buy a New Pc/LAPTOP
So GIVE ME some suggestion for my new product buy under 45k INR. i am a student and video editor who edit 1080p video on my old pc and i want do so many other things so give me some advice in what ratio i invest on my pc.

There is no ratio between prices. You just need compatible parts and the parts you choose depend on what you do with your machine and which programs you use.
- Make sure you get a good PSU with low ripple
- A motherboard with decent VRM that doesn't heat up under long use
- At least recommended amount of memory and at least two sticks (likely 32Gb or more)
- I'm not a professional, but it is often recommended to have separate system drive and separate swap drive for larger projects. Optimally perhaps system drive, small separate swap drive and large enough storage drive. I would consider atleast separate system drive for windows+programs and another drive for storage (video files)
- GPU need depends on what you do (gaming, rendering or just editing), but to my knowledge having good hardware encoding codec is something to look for. most likely you don't need a fast GPU, but good support for software you use. Not sure what is the current status of AMD video encoding, but Intel used to be better at this.
- How many cores and such depends on what software you use and what you do with it.
According to what I read 45K INR equates, at the moment, to 542 US Dollars.
I don't know how prices are in India but for that amount of money you are looking at a low budget PC or Laptop in the US.
So I would go to whatever Apps (Professional or Non-Professional) and see what Hardware requirements you need to run them and use that as a basis to see what you can afford in your budget.
Seems like you best bet would be a laptop for you budget. But a PC is better to run Professional type programs for Video Editing since you are using a separate GPU card.
Laptops have some Pros and Cons for running programs like Video Editing. Most likely a Higher end Laptop would be good for video editing programs since it will have all the requirements to run those type of Apps.
But like I mentioned before you need to look at your Required Hardware needed to run whatever programs you are planning on using especially if using Video Editing programs that are generally GPU and CPU intensive .

Rendering requires tons of GPU power. Video editing not so much, might benefit from it depending on software and what you do with editor (filters maybe use GPU?), but for the basics, enough memory and CPU cores. Encoderin Intels CPU's help but I don't know how things are with AMD's APU's and 7000 series (latter too expensive for this budget)
So in this price range I would go with Intel HD630 or higher, cheapest 2x16Gb RAM and as many cores as you can afford. Would go with used hardware as CPU's and memory don't wear out. Get an Intel with integrated graphics (= not F-series).
MADZren you are correct. I was thinking of Video Rendering. But you are correct Video Editing programs uses the CPU intensively rather then the GPU.
