Another User was having the same issue as you are having.
I went and created a AMD Warranty Services Portal account since I just recently purchased a Ryzen CPU from here: https://www.amd.com/en/registration/warranty-services-portal.html
when I first created the new AMD Account and log in I opened with a page showing no AMD Hardware and no AMD WARRANTY REQUEST icon to click on.
So I used the search pattern while still logged on and inputted AMD Warranty. It then took me to the normal AMD Warranty page for all of its hardware. Then I clicked on AMD WARRANTY REQUEST link and finally the form showed up in my AMD Warranty account.
Afterwards whenever I log on it goes straight to the Warranty Request Service form:
NOTE: Make sure you didn't log on as a Business instead of as a Consumer.
I would delete the AMD Account your created and create a new AMD Account.
