what is limiting my 7800x3d?

Nothing is limiting my 7800x3d to go higher. Not PPT, not TDC and not EDC.

Why does it only draw 75 watts benching in cine and prime? Temps are 79 degrees.

Why does it not draw higher watts?

In bios these values are set to 120/80/120.

Why have you lowered those values? The 7800X3D is a 120 TDP part.

I have not limited the cpu. checking cpu-z it says 120 tdp. But the q is why does it only go to 75 watt in benching?

In your first post you wrote:

Normally, in BIOS these 3 values stand for PPT/EDC/TDC 

So please clarify, because 120/80/120 is not what a 120 TDP CPU should have. Thus, you could be running the CPU in some sort of ECO Mode.

Nothing is limiting its just prime spreads load across whole cpu (cores/cache,etc) instead just cores like cinebench but this doeasnt mean that cb is more stressfull. CPU Core Current (SVI3 TFN)  shows that  prime95 is pulling more power

If you want to prime95 to pull even more "disable avx-512"  + use  small fft....maximum power.. Its also great way to do test curve optimzer undervolt this way.

I have around the same limit 78w - 80w on my 7800x3d trying prime or cinebench

guess it is normal ?

kiario, do a Clear CMOS then post a screenshot of Ryzen Master (RM) running Cinebench R24 Multicore and Single Core. Also notice this:
