Ryzen 3400G working under the base clock it self

I need help, my CPU working under the base clock it self
The Ryzen 3400G base clock its 3.70 Ghz, but its running with like this picture
even its using Perfomance power management mode

You only have it on very low load, they do downclock for energy/thermal savings. But also you may have 'cool & quiet' enabled in bios.

yeah, i was thinking about that too. but i've been clear the CMOS, so its reset my BIOS to default settings right? whic's its not on saving power mode. but its still under the base clock.

when i unplug the pc from the power source, and plug it back in, then try to turn on the pc, my pc won't boot, but when i unplug the cpu cooler cable, my pc can boot normally.
did you know of problems like this before? if u know please tell me
