Is Ryzen 2600 bottleneck with RX 6650XT?

my fps can't be more higher, but gpu and cpu usage still low

i've trying on max then low setting in every games like, world of warships, the finals, etc but still the fps and usage can't max out

already updating bios

spec :

ryzen 2600

16gb 3200mhz

RX 6650XT 8GB, latest driver 24.7.1 

MSI B450m pro vdh max

yes, the CPU slows down... the GPU. Use Vsync in the in-game settings or Radeon-Chill (min60/max 60) in the adrenalin software.
apart from that, World of Warships is only DX11, uses a very old engine. you won't get many more fps with the CPU/GPU, but as written above, cap it at 60fps... that's completely sufficient.

The  R5 2600 and  RX 6650 XT can exhibit what is known as a "bottleneck" in certain situations.
