Hello i am using ryzen 9 5900x and when i start my pc it comes with the overclock to 4900 MHZ, which i dont really need. Question is , is it safe to manually set it to 3700 (In Amd Ryzen Software) and also what should i set for the Voltage? Thanks in advance.

There is no rule of thumb in OC for specific models. It takes time via going through bumping frequency by 50-100 in bios and then running tests like prime95.
All electronic in terms of OC is silicon loterry atm.

Not sure but I believe you also have EcoMode available for the 5900X. Or you could just disable PBO if you really want to.

Keep in mind that some performance will be lost. 

Can I ask why you want to underclock the cpu?

When it stays on 4900, it works like 10-20 degress higher, i dont want that..

Try EcoMode, you should have a very considerable drop in temps.

You can do it on Ryzen Master or BIOS.

Look for 4090 downvolting. I've seen something around 300W useage under load for like 5% performance lost. Same rules should apply i nbasics.

Go into the bios and disable all core boost. It will set the cpu to 3.7 ghz which is the base clock, 4.7 ghz is the boost clock. Its what ive done on my R9 5900X, no need to adjust any voltages etc.
