5700X HDD's not sleeping / spinning down

So I have an ASUS Crosshair VII Hero Wi-Fi MoBo and I upgraded from a Ryzen 2700x to a 5700x, and now no internal SATA HDD will sleep / spin down.

I've tried resetting and updating the BIOS to version 5102. Made sure all my drivers are all up-to-date. I've AMD's latest chipset driver and power plan installed and have tried every combination of Windows 10s power plan and setting I can think of.

I've tried 4 different HDD's, 3 different SATA cables, every SATA port on the MoBo. I even tried a fresh/unfettered install of Windows 10. The HDD's I have spin down if attached to another PC, and external HDD's spin down fine on my PC.

Anyone know if this a known Ryzen 5000 bug or could this be my MoBo... Any suggestions, as I can't figure it out!
