I would check out this AMD Community thread about the 3950X and high temps: https://community.amd.com/thread/247252 I did some pretty detailed testing of power plans. I will be doing more testing of the 1usmus CPP later on and will be posting results there.
Even though you have the 3900X, almost everything in that thread should still apply!
