Yes, it will stable work. On a Ryzen 2600 + B450 MSI tomahawk + Geforce 1050Ti it will work all out of the box (sound, network, M2 NVME PCIe etc.) with the latest Win 8.1 iso via official Microsoft iso Downloader of July 2019.
Small disadvantages:
- CPU seems operate a bit (about 3%) slower than on Win10 (July 2019), GPU is the same.
- There are a few unrecognized things on motherboard (see image; ADB is the Android Handy but it will works with no problem). Despite of it, all will works fine.
(- the computer is connected with the internet via Android 9.0 @Samsung Note 9 USB Tethering. It will work out of the box and connection speed is the same. But only every time intialization takes longer time as Win10 ).
For me it was worth; no forced updates, changes etc.
