I don't know why but my Ryzen 5900x only boost at 4.2Ghz and when I look at my Vcore it's only hitting 1.1 volt. I tried downloading ryzen master, but I get an error that he can't found driver. I tried running different version of bios on my Asus Tuf X570.

32 Gb Ram 3600Mhz
6900XT
What stress test/benchmark shows that, is cool & quiet disabled in bios.
You might also want to ask on asus support forum for optimal bios settings from other users of that mobo model.
I tried to run CPU-Z benchmark from asus and the max I saw was 1.1 volt. I was also using the performance option in my Radeon software and again didn't moved from 1.1
I did e-mail Asus but didn't heard from them yet.

You could also try asking on 'Overclockers.uk' or 'Overclock.net' 5900 owners forums for optimal bios settings.
CPU-Z? Try using Cinebench R23 and run it on single core test and having it repeating for 30 minutes. Next, download HWMonitor and watch the frequency clocks. It captures current freq speed, max freq speed and min freq speed so you can see all the spikes during that 30 minute run. I find CPU-Z isn't very reliable in getting the CPU to boost high frequently.
