ryzen 5 3600 stuck at 4ghz at boot

Hi, so my Ryzen 5 3600 boots at 4Ghz, the fans go crazy and it 'idles' at 60+ Degrees Celsius. I can resolve it temporarily by clicking 'default' in the MSI Command Center (controls fan curves and clock speed) in which it returns to 3.6Ghz. The only problem is keeping it this way as every time I reboot my pc it continues to run at 4Ghz and sounds like a jet engine. 

Any help is appreciated.

stickmanwilliam, please open Settings-Apps and remove MSI Command Center.  Thanks and enjoy, John.

Thanks, stickmanwilliam.  Please do a Clear CMOS, then restart your system.  Are you sure there is no more of ANY OC applications?  If you find any, then uninstall them.  Please post a screenshot of Ryzen Master (RM) and do not use HWinfo, but only RM to measure your processor.  Thanks and enjoy, John.
