CPU-Z identifies it as a 3600 so it does have 12 threads; you've not been scammed. Check that your motherboard BIOS settings do not have SMT disabled, and that the BIOS supports Zen 2 CPUs.
you want to make sure smt is enabled in bios. its usually in the cpu settings/options tab

Im using ASUS TUF B450M GAMING PRO what name of the setting to disabled
