Hello i want to ask you if when buying a ryzen 5 2600X the cooler (wraith spire) is always rgb ?

Yes it is always rgb.  I only have one cable plugged into mine to power it and it powers up the rgb without the rgb cable being connected so whatever.

Supposingly, The Ryzen 5 2600X come bundled with a Non-LED Wraith Spire while the Ryzen 7 2700 comes bundled with a RGB LED Wrath Spire.

Unless you purchased the Wraith Spire separately.

So if your Wraith Spire came bundled with your Ryzen 5 2600X is shouldn't have any lights on it: https://www.amd.com/en/technologies/cpu-cooler-solution
