Each time I "cold boot" the PC the processor throttles to just 0.54 ghz. Then when I restart the processor works just fine. I have to keep doing this over and over just to use my PC.
I haven't done any overclocking, I left everything at stock speeds except for the ram which had an XMP profile.

Have you fully updated the motherboard's BIOS and Windows 10?
Yes, I updated to the latest bios and updated Windows 10. The processor seems like it's stuck before I even get into Windows. Is there anyway for me to check the CPU speeds before I get to Windows?
O meu também tem dado e eu uso ryzen 5 2600, não sei se é um problema dos procesadores ou é as placas mães que tem esse problema a minha á uma biostar e tenho mantido o contato com a fabricante, mas até agora sem solução. o meu da problema muito esporadito, quase de 2 em 2 semanas, e sempre quando o pc está em em carga baixa de tarefas e nunca em alta, isso é o mais estranho.
Conseguiu resolver o seu? eu tenho quase certeza que isso é problema de bios mas, não resolvem. como é esporádico vou trocar de placa mãe para ver se resolve.
I'm having the same issue with a new box with the following specs:
Motherboard: ASUS Prime X570-P Latest BIOS installed.
CPU: AMD Ryzen 5 3600 6 CORES
Video Card: MSI GEForce GTX
Memory: Vengeance LPX DDR4 CMK16GX4M2B3200C16 3200Mhz(2133Mhz reported by motherboard) 2*8GB 1.35V
OS: Windows 10 Prof/Ubuntu 20
It doesn't matter how many I restart the system, the CPU gets stuck in .51 or .54 Mhz. I've done a lot of things, including installing Ubuntu as a second OS, but it has the same behavior. So this is not an OS problem rather a CPU or motherboard one.
Did you find a real solution to deal with the AMD processor?

EDIT: Some newer mainboards have a Slow Mode switch. If yours does, please make sure it is off.

Ive had this same problem. It boiled down to a faulty overtemperature switch on the motherboard.
I bought a new one and never had this issue again.

mesmo problema do clock, inicio com 0,54 e ao reiniciar o PC, ele volta normalmente , não aparecendo mais o problema.
