I recently purchased a X570 Board and a Radeon RX 5700 both with PCI express 4.0, But unknowingly I purchased a 2nd Gen Ryzen 7 that only supports PCI 3.0. I unfortunately cant return the processor, will the processor still work without any hiccups on the X570 board? Sorry this is my first PC and alot of this is new to me. Thanks in advance!

Yea, it'll work fine but at reduced functionality, your motherboard specifications page will list the differences from using a 3rd generation processor and a 2nd generation processor. For example, on the Crosshair VIII, the following differences are highlighted:
