Lenovo IdeaPad Slim 3 - AMD Ryzen 5 4500u has CPU stuck 0.38Ghz

Hello everyone,
I have a Lenovo IdeaPad Slim 3 - AMD Ryzen 5 4500u - 8GB - 512GB - FHD 14".

My laptop is currently having a processor speed problem stuck at 0.38Ghz or 400Mhz. This makes the laptop's performance very bad, even though the condition of the laptop is still new since February 2021. I hope here can find a solution.

Previously I had consulted with 'Lenovo Premium Care', I followed their directions:
1. Update Windows (after updating the CPU remains stuck)
2. Update Driver via Lenovo Vantage (after updating the CPU remains stuck)
3. Checking the hardware condition with the "Lenovo Diagnostics Tool.exe" software, it is said to be fine but in fact the processor speed is still stuck at 0.38Ghz.
4. Reset PC (CPU still stuck)
The four methods above do not work. Until now I'm still waiting for an email from "Lenovo Premium Care" for the next steps, but until now there has been no response back.

Since their suggestion didn't work, I searched the internet for instructions:
1. "Change advanced power settings", 'min proc. state 4%' / 'max proc. state 90%' (not working)
2. Uninstall CPU Driver (not working)
3. Install the AMD Adrenaline VGA Driver (not working).
4. Updating AMD Chipset (not working).
5. Using the software 'Throttle Stop', 'Ryzen Controller', 'Park Control' but the software can not be used / "CPU not supported". (does not work)
6. Latest BIOS update (not working)
7. Disable the 'intel ppm' service from Registry (not working)

The laptop could run at normal speed if it had been left on overnight, but it only lasted for less than 5 hours, after which it returned to 0.38Ghz.
And when the laptop is charged, the speed is also stuck at 0.38Ghz.

This is frustrating and a waste of my time. I don't know how to solve it anymore.
I feel tired with this product.
