Did you purchase the CPU directly from AMD STORE or a Retailer?

Won't the Retailer except your return?

If you purchased from AMD STORE then all you needed to do was not accept the CPU when it was delivered and have the delivery company return the CPU back to AMD Store. They then would have refunded your money.

But if you purchased the CPU from a Retailer than that is an issue between your Retailer and you.

It was AMD STORE on Amazon?

You should be able to contact Amazon and they will more than likely process the return provided it is still new in box.

Ryzen 7 7700X, MSI MAG X670E Tomahawk Wifi, Corsair DOMINATOR® TITANIUM RGB 2x16GB DDR5 DRAM 6000MT/s CL30, Sapphire Pulse AMD Radeon RX 7900 XTX, Corsair HX Series™ HX1000, Corsair MP600 PRO NH 4TB

No, your Retailer is Amazon not AMD STORE.

AMD Store doesn't operate through any 3rd party Retailer like Amazon.

Googled Amazon AMD Store in this came up: https://www.amazon.com/stores/page/00011BF8-2A9E-4BEA-BBF4-3C0D9640BBF6

If this is where you purchased the CPU then you need to go through Amazon Customer Service or your Online Account under Product you purchased to return your CPU and get a Refund.

AMD has no say in this matter since this is strictly a Customer/Retailer issue and not a AMD issue.

Good luck.

If you don't get a Refund try selling it or give it to someone as a gift or keep it as a backup processor.
