I am planning to buy a B350 board and a R5 2600X. I don't have a compatible cpu to boot the motherboard. Will I have to go through the process of asking the retailer and the OEM for assistance before qaulifying for a boot kit from AMD?

Not if you buy one listed as Ryzen 2000 series ready by the retailer.
