How to activate the 8 cores of the Ryzen 1800X? I activated it by the S. Windows 10 (msconfig> general> advanced options) but when I check in the task manager it only has 4 working. This is normal?

jailsonliima, this is not normal.  I suspect you have a stale copy of W10.  Please install a fresh copy of windows.  Please post your specifications and tell us where you got your copy of W10.  Envoy, John.

EDIT: Always install the latest version of W10 (1803.17134.376 right now due to MS problems, please do not try 1809).  I strongly expect NO RMA is needed!

I have tried the Ryzen processor with the win10 (1511) version.

8c/16t can also be correctly identified on the 1511

However, I still recommend that you update win10 to the latest version.

This problem still exists if you update to the latest version

However, if you really bought the Ryzen 7 1800x with 8 cores and 8 threads, I suggest you not to do RMA, but put it in the box and collect it.
