Has anyone had a Ryzen processor that wouldn't boost above base frequency?

I've got a 5950X that won't boost above base clock rates under any settings or load profile.

I'm wondering if anyone else has experienced this or could suggest a possible fix.

I am a computer engineer and experienced system builder for 30 years but I have been a die hard intel user.
This is my first AMD build in about 10 years. My nephew suggested I try the 5950X for this Gaming/HTPC build.

I feel like I am wandering in the weeds here and need a guide.
