FX 8350 gives maximum 2800 MHz instead of 4000

CPU - AMD FX-8350

MB - Gigabyte GA-78LMT-USB3 v5

BIOS - Award 6.0PG

I have a problem, the processor is 69% of 100, I do not know what it is connected with.
I checked 12V, 5V, 3V wires of the power supply, everything is normal.
I flashed the BIOS and disabled the AMD APM main mode feature, this does not help.

Check it from Safe Mode and see what it says. If it is still slow.

If you have a spare hard driver install a fresh copy of Windows on it and see if the issue disappears. If it does you know it is a software issue not hardware.

In safe mode, it works at 100%!

If it is working in safe mode then something in the software is messing with it. You may be in for a Windows re-install if you can't figure out what software is conflicting.

But in Live СD it again shows 2.77 MHz
