Experiencing Sudden Speed Drops On Threadripper 1920x

I am experiencing issues with my processor speed being locked at 0.6GHz when I open up Ryzen Master. I will restart it and the peak speed will start around 3GHz then will quickly drop to 0.6GHz. 

Is anyone else experiencing this issue?

rleonillo, your processor is running 70C when the maximum is 68C!  Please post your specifications, especially CPU cooler - may need a better one or to RMA this one.  Thanks and enjoy, John.

Thanks, rleonillo.  That is a good cooler.  I use the same on my 1950X.  Several users have posted problems with EnerMax coolers and had to RMA it because of bad coolant.  Can you tell me the speed of your pump?  I run all my fans and my pump on 12 Volts.  Please try that.  Thanks and enjoy, John.

So I've set the case fans, the pump, and the radiator fans to max speed and it's solved my throttling issue. I'm IDLING at 59-68C .. this seems high. Do you think my Enermax is defective? When I first received the unit I was idling at 63C out of box. In retrospect I feel like that the temperature may have been high to begin with.

I'm also concerned. I've had my computer running at 68 degrees for over a month not knowing the max temperature specified is 68C. Do you think there would be damage to my processor?

rleonillo, I suspect you have not damaged your 1920X.  Please do what you need to see your pump speed.  Right now my pump (TR4 280 on my 2990WX) is running at 2884 RPM with the CPU at 33C.  I use AIDA64 to measure variables.  There is a free trial you can try.   It is one of the few paid applications I use.  I would think you should talk to Enermax, but be armed with your speed and temperature.  These temperatures you see are too high.  Please post another screenshot of RM.  I assume you are measuring those temperatures with Ryzen Master (RM).  You may well need an RMA.  I understand Enermax has been very good about this.  Here are your specifications:
