I just got Ryzen 5 2600X with Wraith Spice cooler in the box and it looks like the cooler is damaged or at least worn out due to standing too long on the shelf.

Is this considered normal or should I return it and get another one?

The part around the fan fins looks like it's worn out and has stains in a lighter shade that I can't wipe out.

And the copper plate came oxidized out of the box. I'd expect that to happen over some time during regular use, but just not out of the box.

Seems to Look like a used CPU Cooler.

Open a AMD WARRANTY REQUEST and see if they will send you a better one from here: AMD Warranty Request Form | AMD 

Upload all the photos you took to AMD.

They may ask you if you installed it and if it works. just guessing though. But even if it works the corrosion on the copper plate is not good in my opinion since that might interfere with the Thermal Paste efficiency in transferring heat to the heatsink.
