Cpu spikes while playing videos

What would cause videos on chrome to cause a high cpu spike my setup is asrock b450m/ac, amd ryzen 7 5700g, pny nvidia rtx 4060, 32gb mismatched ram (2x 8gb pny xlr8 2667mhz, 1x 8gb adata 3000mhz, 1x 8gb geil 3000mhz) it only does it while playing videos if I scroll down past the video cpu goes back to normal?

But there is two different options for power settings:

control panel - power plans

windows settings - power (this one is a slider in windows 10 or a drop-down menu in windows 11 when the control panel setting is set to balanced this second plan unlocks)

Here’s the two corrected locations:

control panel - power plans

windows settings - power - power mode (this one is a slider in windows 10 or a drop-down menu in windows 11 when the control panel setting is set to balanced this second plan unlocks)

Still no fix and my amd ryzen 7 5700g is now only max boosting up to 4.38ghz and not the full 4.6ghz

I am out of suggestions. Unless you have a defective CPU.

I would open a AMD SUPPORT - WARRANTY ticket and ask them if your processor needs to be RMA to be checked or replaced from here: https://www.amd.com/en/forms/contact-us/support.html

Thank you but this is the rma'd cpu would they rma a rma'd cpu? I have also tried contacting AMD with no luck since I received my new cpu almost 2 weeks ago.

I believe the AMD warranty from the original CPU is still in effect. If it is less then 3 years old.

I would see what AMD Support has to say.

If the CPU is a replacement it should still be covered by the AMD Warranty from the original CPU but not sure about that.  Possibly it has a different Warranty if it is replacement CPU.

No harm and see if the CPU is the issue or some other hardware that is causing your problem.

Thank you I'll see if they contact back but unfortunately the amd ryzen 7 5700g isn't even hitting the max boost speeds (4.6ghz) even while streaming and gaming is this normal it's pretty much capping at 4.38ghz and hwinfo64 shows it going from 3000ghz to 4550 constantly but still not tapping the 4650ghz boost max I attached a video but I don't know when it'll get approved.
