cpu runs at 65% when i set it to 99%

in the power options, I set the minimum and maximum state of the processor to 99%, but with a heavy load, the processor gives a maximum of 65%. I have ryzen 3 3250u prccessor!

What are you using to load the CPU?

OCCT? Cinebench? Other?

exact Make & Model of your Laptop?

I would check your laptop BIOS Settings to see if there are any settings that affects your CPU's performance.

Also could be that the manufacturer has put a speed limit on the processor so as to not overheat. Therefore I would ask your laptop support about it.
