9950x3D Not Parking

Need some help here,

 

I just received my 9950x3d. I have tried everything to get this thing to park CCD1. I assume CCD0 is the VCACHE CCD.

Here’s the details:

Motherboard: MSI Meg Ace x670e
Windows 11
Newest bios and chipset drivers 
Temps are running below 70 and voltage is fine.
One previous cpu (7950x)

 

 

I’ve tried:

Ensuring game mode is on and game bar is updated.


Uninstalled chipset drivers twice with revo and without revo.


Ensured that core optimizer service is running every time


Cleared CMOS and reflashed bios.


Made sure that CPPC is on driver in the bios, then alternatively switched back to auto.


Reinstalled windows with windows update as to not lose ALL my data.


Ran revo to clear useless registry entries


Tried multiple games


Ran bios on stock settings with no expo or anything.

 

Windows Power Mode set to Balanced.

 

 

 

Side note all monitoring is being done with Ryzen Master and cinebench runs both cores fully. No issues with utilizing both cores.

The only thing I have not done is run a game idle for 15 minutes.i don’t see how that can help…. But will try tonight.

 

For reference, in game both cores run at more than 50% on average. I know one core will never fully sleep, so I’m not nitpicking over a little blip in processor activity here and there. As mentioned previously, CCD1 seems to be the dominant side.

 

Any other suggestions?

I am having a similar problem on an MSI x870e Godlike, RTX 4090 FE, most current BIOS, QVM memory, etc. The system worked flawlessly on a 9950x prior to installing the 9950x3D

Symptoms:

Fame Rates ridiculously low, even though game bar reports 100% GPU utilization.   

Sound is distorted and breaks up badly, the odd drop out of windows directly to reboot.  I get very significant sound distortion / break up whenever I try to play a game or videos (also happens with YouTube and Steam Discovery Que)

In MMO's the internet latency gets very high exceeding normal levels by up to 15X

In nontrivial workloads Outlook, Browsing etc. system seems fine but does exhibit "stuttering" or slowdowns. mouse lags OR jagged window moves for instance. but  "workable"

No parking as stated above.

 

I have done similar to the above including:

All drivers updated

3 separate clean installs of windows 11, the last one on a wiped partition

Removed all non-essential USB devices except kb and mouse

Removed all sound devices, then tried sound devices 1 at a time -> Nvidia sound driver (failed), on board realtek HD (failed), USB Steelseries headset (failed)

Followed the same steps as you in your post.

 

I also would appreciate any recommendations on how to address this. I am quite frustrated.  This is the 4th day of grinding to resolve this.

 

 

I have an MSI suprim 4090 and my benchmarks have been lackluster and sputtery as well. Now I’ll have to try my audio. Maybe I also have crackling. I did have a wifi issue once I cleared the CMOS and I had to uninstall and reinstall my networking drivers again. Also had weird intermittent startup issues since upgrading come to think of it.

 

Tonight I’m going to try removing chipset drivers with revo again and install MSI sourced chipset drivers again. Then try reflashing bios to an old version and reflash to the new one.

 

I’m beginning to think that MSI needs to release a non beta version of their 9950x3d bios and update chipset drivers. I think the MSI site ones are from January. 

I have not heard any other mobo manufacturers having issues. Just an MSI carbon and now your Godlike. 

I will update once I have a chance to try some things later.

UPDATE:

 

Removed and reinstalled chipset drivers from MSI. This caused more problems. Uninstalled and reinstalled with AMD site version. New issues fixed. Still no parking. 

updated windows to 24H2 manually and still nothing. 

No issues with audio though. 

parking problem persists.

I had the same issue, and installing ASUS drivers instead of AMD's (latest from the website) solved my stutter/sound issues, however, I have facing partial issues with the core parking.

Do this to see if it works: go to the settings - remove programs - look for your xbox app - advanced options from the 3 dots list - and Terminate - Reset - repair the app. once done, open the Xbox app then click on your pic/icon - Support - Gaming service repair tool, let it finish and try playing some games.

The parking started to work on mine but only when in game.   I used a second monitor (hooked up my tv) to display the AMD Master panel.  This way I could run a game with built in benchmarks and watch AMD Master, CPU-z and GPU-z all at the same time.

I then discovered my issue. 

It turns out even under full demand loads the 4090 is in PCIe x16 2.0 mode giving 5 GT/s   when it should be x16 4.0 and providing 16 GT/s

I used GPU-z and CPU-z for the data.

I have tried forcing the link speed in BIOS to no effect.  Looks like I have to call MSI.  I am not sure if this is a bios issue or hardware.

Not sure if this is the same as yours anymore, but this might help narrow it down.

im beginning to think the MSI beta drivers could be the issue. Allegedly there was another version up very briefly then pulled down. 

Definitely sounds like an MSI issue.

What series of motherboard? Is it a Meg Ace? Or something else?

I tried downgrading the bios to the last non beta version but still not working. 

Truth be told, 9950x3d ran terribly on old bios and my sound didn’t work. 

I’m beginning to think its the beta bios that is causing issues.

Interesting issue that a lot of people seem to be having here is the 9950x3d gives low frames, crackling audio, etc.  I actually have that problem as well and while I haven't found the solution yet, I am pretty sure I am diagnostically onto something here.

 

I have 3x m.2 hdd's in my b650 tomahawk board.  I also have 6x SATA hdd's.  I got this board because it's the only board that has 6 sata ports to support my sata 6 drives.  When I simply installed new board / cpu / ram into my pc, my old installation of windows 10 which was on a standard sata SSD works just fine but didn't park the performance cores very well.

 

When I moved to my fresh clean w10 installation that i put onto one of the m.2 drives, i have crackling audio, non parking cores, etc.

 

I then started remembering how odd my build was because I have 2 video cards (2x evga 3090's, NOT in sli for a very niche reason)....but i also know that m.2 slots 2 and 3 share a data lane with the 2nd pci-e x16 slot.

 

Ironically, if i disabled one of my video cards via device manager in windows that was driving my other 3 monitors, ALL my problems went away.  No more audio crackle, no more core park issues, nothing.  Just clean.  Re-enable and all problems come back.  Did this about 30 times to verify it's consistency.  I then went 1 step further and tried to figure out more.  I re-enabled it and noticed that the sound ONLY dropped out the second i moved things ONTO my second, third, or 4th monitor.  If i left every single window on my main monitor and never touched any of the other monitors with any windows, all the problems were gone....

 

So the problems are non existent entirely on the sata ports which don't share data, but the problems exist if i use a clean install of windows from an m.2 slot that shares a data lane, but don't exist if the device in pcie2 is disabled....

 

If this was purely a driver issue, it would still be an issue on my original install because they use the same drivers...unless the drivers are for some reason malfunctioning somehow when the O.S is booting from m.2 slot 3 which is how i have it.  On my original install, I can still see and use the m.2 drives as drives, just not to boot the OS from.

 

So I'm pretty sure this is more data lane related in some way than it is just drivers....but how the 9950x3d specifically seems to cause this in relation to all this im not sure.

Another update:

 

Just installed the new bios released from msi. 

Still not parking. 

I’m beginning to think I have a faulty CPU. 

The only thing I have not done is completely wipe my pc. 

Does ANYONE have a solution to this? Is anyone else running a similar setup have a similar issue?

Did you manage to figure this out? Here are the steps you need to follow to ensure core parking is working, although it does sound like you've done these already. 

  1. Use the latest motherboard BIOS. CPPC set to Auto in the BIOS. For testing purposes, please use BIOS default settings for now. 

  2. Use the latest AMD Chipset driver from here

  3. Once the Chipset driver has been installed restart your system.

  4. Next, make sure Windows is up to date. Also check that you are using these Windows builds or later. 24H2 build 26100.2605 or later, 23H2 build 22631.4602 or later.

  5. Update Windows Gamebar, do this via the Microsoft Store. Make sure Game mode is also enabled in Windows.

  6. Bring up Gamebar and verify that the KGL numbers are matched. If they are not matched, make sure Gamebar is up to date. If Gamebar updated, you may need to wait a few minutes and eventually the KGL numbers will sync. 

  7. At this point, you should be able to launch a game and check the core parking status. One way to verify if things are working as intended is to use Windows Resource Monitor > CPU > Small View. Outside of a game, all cores should be unparked. When you launch a game, the CPU cores on second CCD should be parked. To verify this, launch the game and once the game has loaded, alt tab out the check that the cores on the second CCD show parked. Note, shortly after alt tabbing out the cores may unpark, which is expected. So be quick!

  8. If after trying the above core parking does not appear to be working, open a command prompt as admin and run the following command Rundll32.exe advapi32.dll,ProcessIdleTasks

  9. The above command may take 10-15 minutes to complete, after which you can check the core parking status again.

Still struggling to figure this out. 

I had this recommendation and I tried it, but now it parks CCD 0 instead of 1

“If you have a problem with coreparking, use cod as admin with the following commands.

powercg-setacvalueindex SCHEME_CURRENT SUB_PROCESSOR CPMINCORES 50

powercfg-setacvalueindex SCHEME_CURRENT SUB_PROCESSOR CPMAXCORES 100

powercg -setactive SCHEME_CURRENT

And if Bios CPPC is set to "Driver", the system runs correctly”

 

I need to figure out how to UNDO this as it has really messed things up for normal windows operation.

I am in the exact same position :
- MSI MPG X870E Carbon Wifi with latest BIOS

- Only settings enabled in the bios is EXPO for the memory

- I  tried PBO auto, enabled, disabled, enhanced3
- win11 is up to date
- I re re  re re re re installed latest AMD chipset drivers

- the game bar is installed, game mode is on

 

Whatever I do (I spent two weeks trying everything) I can't get the second CCD to park, each cpu is between 25% and 55%, whatever game I try (Horizon Forbidden West, Cyberpunk, Rainbow Six Siege, Doom Eternal).

Edit : OMG I have found someone saying that setting the AMD V_Cacje Performance Optimizer service from "Automatic" to "Automatic (delayed)" was doing something. I just tried -> it parked !
So probably the issue is really depending on each PC/use/services, if that service starts too soon, then the core parking will  not work properly !

It sounds like your 9950X3D isn't properly parking CCD1 despite enabling all the usual optimizations. Here are some troubleshooting steps:

Things to Check & Try:

  1. Verify CCD Parking in Ryzen Master:

    • Open Ryzen Master and check if CCD1 is being parked. Sometimes, monitoring tools can misinterpret behavior.

  2. Windows Game Mode / Game Bar Settings:

    • Confirm that Game Mode is enabled.

    • Manually disable the Xbox Game Bar (some users report it interfering).

  3. Check Windows Scheduler & Patches:

    • Ensure you have installed the latest Windows 11 updates. AMD-specific optimizations often come via OS updates.

  4. Power Plan Adjustments:

    • Try switching between AMD Ryzen Balanced and Windows Balanced power plans.

    • You can also briefly try the High-Performance mode to see if the behavior changes.

  5. BIOS Tweaks:

    • Disable CPPC Preferred Cores in BIOS and enable "Legacy Compatibility Mode" (if available).

    • If you have Dynamic Local Mode (DLM) in your BIOS, test toggling it on/off.

  6. Test with Different Games:

    • Some games may not trigger CCD parking properly. Test with titles that utilize vCache effectively (e.g., Cyberpunk 2077, Far Cry 6).

  7. Let the System Idle for 15 Minutes:

    • While it seems odd, some users report that CCD parking takes a few minutes to kick in, especially after fresh installs or BIOS updates.

  8. Try Disabling EXPO/XMP Again:

    • Memory overclocking can sometimes interfere with CCD parking behavior.

If none of these work, there might be a firmware issue with MSI’s BIOS, and you may need to wait for an update or try an older version. Let me know if you find any improvements! :rocket:

Thank you for helping, I tried mutliple things (MSI MPG X870E Carbon Wifi), but what solved my issue is something I have read on this reddit thread

Someone mentioned that having MD V_Cache Performance Optimizer service in delayed automatic start made the service to properly run.

I tried and "tadaaaa" I finally get the CCD2 that parks properly !
